Perhaps another nice addition is to have, at the front end, people submit "content" (read: questions). Perhaps you can let them select what category it should be in and also have the option to only submit questions and have admins do the answering part.

In my view this is a very good idea.

I am currently writing a Facile Form-Form for submitting FAQ-content via frontend based on an example from facileforms.biz-Forums.

I am new to Joomla! ... but as far as I think the form is well designed I can export it for your use if you want to.

With this form you can definetely work! You can easily make a drop-down menue just for the FAQ-categories and so on. I am new to Joomla! and Facile Forms too (of course ) and it took me no more than 10 minutes or so

This is a great workaround until you can add entries via the frontend by default (don't want to stress adam )
